New York (CNN)On the heels of protests shining a light on police brutality, law enforcement agencies are under pressure to be more transparent when addressing accusations of bad behavior by their officers. The issue is running hottest in the nation's most populous city, where thousands of New York Police Department disciplinary records are up for grabs in a court battle slated to begin later this month. NYPD officers accused of overstepping their authority are now sitting down for virtual interviews with civilian investigators in what is the latest chapter of tension between law enforcement and the agencies that provide oversight of officer actions. When it comes to policing the police, strong watchdogs are the exception In a directive issued Wednesday, officers...

Tom Fox/The Dallas Morning News via AP, Pool, File Amber Guyger, a former Dallas police officer killed Botham Jean in his own apartment in 2018 filed an appeal to her 10-year prison sentence. Guyger's lawyers argue in the appeal that "she had the right to act in deadly force in self-defense since her belief that deadly force was immediately necessary was reasonable under the circumstances," CBS reported. A lawyer for the Jean family said in a statement to CNN that filing the appeal reflects Guyger as "someone who is not repentant but instead was...
The lawyer for one of the four former Minneapolis police officers charged over George Floyd's death has claimed his client 'only handled crowd control' and had offered cops a hobble restraint to use during the fatal arrest.   Defense attorney Robert Paule filed a memo on Wednesday supporting his earlier motion to dismiss charges against fired officer Tou Thao for lack of probable cause.  The memo said Thao had his back to what was going on as officer Derek Chauvin, who is white, pressed his knee to the neck of Floyd, a handcuffed black man.  Chauvin had pinned Floyd down with his leg for more than eight minutes on May 25 even after he repeatedly pleaded for air. The defense...

Officer Adriel Dominguez has now returned to work after being relieved of patrol duties during an investigation into the December 2018 incident, when he was filmed punching unarmed homeless man, Lowell Poitier Jr, 35, in the face. Few job applications probe so deeply. Have you ever called in sick when you were well? Have you ever cheated on your taxes? Have you ever sexted at work? The application process for becoming a law enforcement officer – including a background check and psychological evaluation – is one of the most grueling, psyche-scrubbing examinations you’ll ever find. At the Los Angeles Police Department, for example, recruiters can boot you if you’ve told jokes using a “derogatory stereotype” or used force to get your way. So why do numerous recent studies, from the National Academy of Sciences and Texas A&M, among others, show rampant racial bias in police forces around the country? Why do so many videos pop up showing...
I come from an “Army strong” family. My maternal grandfather, Samuel E. Smith, was just 17 when he enlisted to fight in World War II. He, of course, entered a segregated Army in 1945, but by the time he retired in the 1970s, it was a very different Army, one full of opportunity for not only Blacks but also for women.   My maternal uncle Doug Ward fought in the jungles of Vietnam, and to this day still bears the scars and disabilities of war. My father, an Army NCO, served in Europe at Checkpoint Charlie in West Berlin during the same era. I was born in Munich on an Army base in the late 1960s. My brother was the...
The young writers of a student newspaper have gathered on a cloudless spring day in Berlin to discuss the frighteningly fast expansion of the new Nazi regime. Their topic is the role of the Church, and the ideas are flowing when there is a loud knock at the door. Men in black shirts stand outside. Barging into the building, they throw notebooks and photos into a suitcase before pushing the newspaper’s editor, 23-year-old political science student Harro Schulze-Boysen, and his best friend Henry Erlanger into a small van waiting outside. At the headquarters of the local SS police, the pair are interrogated. Harro says he’s done nothing wrong – he simply publishes a newspaper that discusses the future of his...

An officer who was injured in the riots in Seattle lamented the hate she has witnessed toward officers in her city. Officer Ellie Khalife, who tore her meniscus after being drilled by a rock during the riots, expressed support for the nationwide protests that remain peaceful and said she is open to hearing calls for changes in policing. But, Khalife stressed, the violent demonstrations and clashes with police that left her and other officers injured have taken their toll. "I’m feeling hurt, physically and emotionally. I didn’t expect this to happen,” Khalife told KOMO, a Seattle radio station. “We’re human beings behind the badge. We are people just like them. We decided to do this for a living because who...

BALTIMORE (WJZ) — Baltimore Health Officer Dr. Letitia Dzirasa said a spike in coronavirus cases in the city cannot solely be attributed to an increase in testing. “Baltimore city’s positivity rate is 29% higher than the overall Maryland positivity rate,” Dzirasa said. “So despite testing volume increases across the entire state, including here in the city Maryland’s positivity rate has remained steady, while ours is increasing.” She said despite requiring masks across the city, a week later the data continues to show the same alarming trends. In July, the peak seven-day average of cases has been 137. The previous peak was in May at 124. The positivity rate on July 24 was 6.4%. “While the rest of Maryland may be...

John Rudoff/Anadolu Agency via Getty Images Insider spoke to a Portland police officer, who weighed in on the Trump administration's decision to send federal agents to the city.  Portland has been the scene of nightly protests since the police-involved killing of George Floyd in Minneapolis at the end of May.  The officer said the federal agents have only reinvigorated the protests, and riled up a "hardcore anarchist group" that has been getting involved in many demonstrations in the city. "They're not Black Lives Matter, they're people with a range of issues and they're happy to jump onto whichever one," he...

Google Translate, the tech giant’s translation app, listed “a police officer” as the primary definition of “demon.” The secondary definition of demon, according to the Masters of the Universe in Silicon Valley, is “an evil spirit or devil.” The web giant removed the definitions altogether after Breitbart News requested comment on the company’s strange definition. Users on reddit’s /r/Conspiracy subreddit were the first to recently notice that when the term “demon” was typed into Google’s Translate system, the first definition that the site returns is “a police officer.” Although the Internet giant removed the definitions after a Breitbart News request for comment, a screenshot of the definition can be seen below: An archived version of the Google Translate page...
As protests in Portland, Oregon, have continued, a viral video has captured a man identified as Mike Hastie, reportedly a Vietnam war veteran, being sprayed in the face by an unidentified federal agent in fatigues while yelling at a line of troops, as reported by the HuffPost. As the video from early Sunday morning, recorded and shared by journalist Andrew Kimmel, shows, it appears that Hastie was shouting at troops, but not being overtly threatening, before he was sprayed by a law enforcement officer who entered from off-camera. It’s unclear if the spray was pepper spray or something else. What isn’t unclear, however, is that growing concerns about unidentified federal agents at protests is an issue the mainstream media can’t ignore. As far as the...
A retired police officer who was looking to find a car similar to that of his late dad's hit the jackpot — and he ended up purchasing his late father's police cruiser after spotting it on eBay. What are the details? Greg Barnett, a 47-year-old retired police officer from the U.K., was searching eBay for a car like his father's old police cruiser, and he couldn't have been luckier: The car wasn't simply like his father's old police cruiser — it was his father's old police cruiser. Greg's father, Barrie Barnett, was a a driving instructor for Durham Constabulary who died in 2007 at the age of 65. When Barnett saw the listing for...

This content is provided by Appian. Acquisition staffs tend to be shorthanded and face retention issues, time pressures and administrative requirements that are frequently overwhelming, making them ideal candidates for tools that reduce administrative burden.  In federal procurement, at least 30 percent of a Contract Officer’s time is spent on data entry, matching purchase orders with invoices, and other administrative tasks that put a drag on their valuable time and skills.  Automation can enable procurement staff to spend more time on critical tasks, such as clearer requirements, market intelligence, savings, risk, other forms of category management, customer service, advancing small business goals, and ongoing skill development. So why aren’t they more common? Shifting from low-value to high-value work is a longstanding goal...

Why was he even there? The front-page article on July 20 regarding Officer Chauvin’s personal reactions and other traits (“Inside Chauvin’s quiet life”) was not surprising based on previous media reports. What is amazing to me is why Minneapolis city government with all of its administrative manpower, including a robust human resources department, failed. First off, why was he hired on in the first place? Some of these traits should have been apparent up front. Then, after he was on board, why was there no recognition of his apparent (according to the article) difficulties dealing with impromptu situations and confronting specific behaviors? Was there no recognition of his apparent issues? No progressive step-process for improvement or dismissal? Why was...

Oklahoma lawmakers announced new “Back the Blue” legislation Tuesday to offer increased support to police forces in the state. State Rep. Kyle Hilbert (R) and state Sen. James Leewright (R) are leading an effort to increase pay for Oklahoma State Police, offer better retirement plans, compensate families when those officers are lost in the line of duty, and better support local police departments. It is a hard sell during a time of national division, when race and police brutality are at the forefront of a heated conversation ignited by the killing of George Floyd by former officer Derek Chauvin of the Minneapolis Police Department. Protests, both peaceful and decidedly not, continue across the United States, while politicians on both sides respond...

Cain weighed in on two major cities where bold steps have already been taken to either cut funding to police departments or dismantle them altogether — Minneapolis, where the city council has voted to disband the department, and New York City, where funding has already been cut by $1 billion for the next year. “Minneapolis is going to be a disaster. New York City IS a disaster (the stats are overwhelmingly terrible), and Mayor de Blasio needs to go,” Cain continued. “Morale in the NYPD is terrible, and officers are retiring in such numbers that...

The four teenagers drove around Minneapolis playing a game of Nerf Gun Assassin on a May evening before graduation in 2013. One of them randomly fired an orange dart out the window. It was a stupid teenager move. What happened next was deadly serious: Two Minneapolis police officers pulled up, pointed their guns at the teenagers and shouted orders laced with expletives, two of them later recalled. Kristofer Bergh, then 17, said he kept telling himself not to move suddenly or give the police any reason to shoot him. The youth who had fired the dart was steered into their cruiser for what seemed like an hour, and the officers seized everyone’s Nerf guns. One officer made a lasting impression;...

A Seattle officer fired for arresting an elderly Black man who used a golf club as a cane got $100,000 in back pay, thanks to the union contract that said the investigation missed a deadline. Collective bargaining agreements for officers provide protections that stand in the way of accountability, even when the federal government is overseeing an agency through a consent...
